Why does the website say that the program was developed for windows 98 and that there is no current development on this project, when there clearly is?
(I don't know why, but this has been chewing on my curiosity for the better part of a year.)

You must be looking at the web page for the Slave Training Program. And it's quite correct, there is no development for that program, and haven't been for years.
If you look at the page for Virtual Master, it's a different story. Though I won't brag that the page is up to date, because I am not sure it is. But in general, it is more or less correct.
